Canada |
Biggest "incident"
is the inheritance of PCBs from the "DEW Line" (Distant
Early Warning Line).
Variety of spills and fires including (not a
comprehensive list):
- April 1985 - spill near Kenora, Ontario resulting
from a leaking transformer being transported
to Swan Hills, Alberta storage site. The amount
leaked was about 400 l. of contaminated oil
over +/- 220 km. This was a decisive event in
PCBs be recognized by Canadians as an environmental
threat. It received all the more media coverage
since it occurred during a provincial election
campaign. This incident catalyzed the development
of a national PCB action plan.
- 1988 - fire in a PCB waste storage warehouse
in St. Basile Le Grand Quebec that caused an
evacuation of 3000 people for 17 days. Largest
uncontained PCB fire worldwide.
- 1993 - A truck carrying PCBs to the ASWTC
* spilled 200 litres along a stretch of the
Trans-Canada highway in northern Ontario.
- October 1996 - ASWTC* incurred an accident,
releasing an estimated 5 kg of PCBs into the
environment.
- January 24, 2003 - City of Edmonton, Alberta
charged as a result of PCB exposure resulting
from the explosion of lights in the Commonwealth
Stadium during the 2001 track and field championships.
Alberta Environment laid the charges claiming
5 separate leaks (2001 Aug 3, 4, 5, 8, 12),
2 while people were in the stadium. The 1st
4 leaks failed to be reported till Aug 9th,
2001.

The explosion of a capacitor used in the florescent
light. From 1987, 31 cases of explosion of capacitor
used in fluorescent lights have occurred. It is
said to be that more than 100 students and teachers
were exposed to PCBs spilt out from broken capacitors.
The government decided to exchange all stabilizers
in public facilities before April, 2002. |
