Questions Your Government`s regulations for production and use of PCBs
Canada

Strict controls on PCB use, import and manufacture have been in place since 1977. Canada never did manufacture PCBs.
Both the federal and provincial governments have legislation to ensure the proper use, handling, storage, transportation and safe disposal of PCBs and PCB contaminated material and equipment.
Federal Act: Canadian Environmental Protection Act, 1999 (CEPA): Formerly - Environmental Contaminants Act (1976)
Federal Regulations:

  • Storage of PCB Materials Regulation
  • PCB Waste Export Regulation
  • Federal Mobile PCB Treatment and Destruction Regulation

Draft amendments include:

  • PCB storage time of 2 years; phase-out of all uses by 2008; PCB material in storage before the coming into force of the Regulations must be disposed of by December 31, 2009
Australia PCBs are banned for use in Australia. Equipment containing PCBs is still in use
Taiwan PCBs are listed as controlled import chemicals by the Bureau of Industrial Development in 1972. In 1980, the import of PCBs were halted due to the Yu-Cheng incident, and its application in food processing was prohibited.

Decreed as toxic chemical substance in June 22, 1988.Listed as Class I & II toxic chemicals because of their being bioaccumulative, bioconcentrative, carcinogenic, and tetratogenic.

Completely phased out in Jan. 1, 2001. Capacitors and transformers made between 1980/8-1982/12 allowed to be used till disposed. PCBs use reserved exclusively for testing, research and educational purposes.
Malaysia -
Japan The Chemical Substances Control Law

An administrative guidance requested production, recover, and storage in 1972. In 1974, "The Chemical Substances Control Law" settled and the production, the import, the export, and new use of PCB were became banned.
Korea -
Hong Kong -
China Ceased production of at the end of 1974.
