What is PCB

-Chemically inert, highly heat-resistant, highly electrically insulating, low vapor pressing and fire-resistant; has had wide broad usages, including insulating oil in transformers and condensers, thermo-exchange fluid and additives into paint or plastics, etc.

-In Korea, manufacture, trade and sales of PCB have been legally banned from 1976. But until now, there are some remains of PCB's used before 1976. In this case, when products containing PCB's become worn out, they should be disposed by the regulations of Waste control Act.


Standards of PCB

In Korea, there are no single laws or regulations wholly devoted to PCBs. But PCBs are treated in various laws and regulations. Some standards for PCB;
(1) Soil Standard
(2) Food Standard
(3) And in case of Paper or processed pulp: it is under 10ppm

(1)Soil Standard

We can find the "Soil Standard of PCB" in 4 Acts.

  1. Atmospheric Environment Preservation Act
  2. Water Quality Preservation Act
    -In this Act, "Permissible Standard of discharging PCB's into rivers or lakes" is "under 5ppm".
    -And "Permissible Standard of discharging PCB's into seas" is "under 3ppm."
  3. Toxic Chemicals Control Act
  4. Soil Conservation Act (1996.1)
    -In this Act, "Soil pollution anxiety standard" is under " 12ppm.
    -"Soil pollution measures standard" is regulated by " 30ppm. It means if more than 30ppm was detected, counter-measures will be taken.

(2)Food Standard

The WHO gives the standard of PCB in Food: The potential human intake allowance for PCB's is 0.005mg/kg/day.

Regulation of PCB in Foods

There are more specific standards in food. You can see the regulations of each item of food (milk, meat, eggs, and ocean coast fishes & shellfishes so on) in the table. Compare the regulations of Korea with those of Japan. They are mostly the same.


Detection of PCBs in Deposits

In Korea, the density of PCBs in deposits is not so high, compared with that of other countries. This is what Korean government is saying. But we are not sure.

According to the 'Environmental Statistics Yearbook 2001' published last year by the Ministry of Environment, PCB is not detected in ppm level nationwide, and industrial area.

According to the same book, in case of Soil Pollution by Pollutant,
In local network, Industrial area (water), Ordinary Wastes Land Fill, Piling up Site, Specified Wastes Land Fill, Piling up Site, PCB is not detected in ppm level.  But there could be detection, if it was in ppb level.
