Using a special grant from the Japan Fund for the Global Environment of the Japan Environment Corporation, we, the Japan Offspring Fund (JOF) began a project on PCBs in 2000. As a key activity of 2001-2002, NGOs from Japan, Malaysia, Korea, Taiwan, and Hong Kong gathered in Tokyo to share research and information on the PCB issue at a workshop and symposium.

On February 2, 2002, the day before the symposium, a PCB workshop was held at the office of JOF in Tokyo. Each participant gave a presentation on the current situation in their nation and the participants exchanged opinions. Additionally, participants made a Korean, Taiwan, Hong Kong, and Malaysian version of the STOP PCB poster that warns of the risks of PCBs.

International Symposium

"Evaporation of PCBs from fluorescent lights: How to promote PCB treatments in Asia"
February 3, 2002, Mainichi Hall, (Tokyo)

JOF, in cooperation with Dr. Masaaki Hosomi's Laboratory, conducted a study on whether PCBs leak from fluorescent lights. It was found that PCBs are indeed evaporating and Dr. Hosomi presented these findings at the symposium. Since this was the first research of its kind in Japan, the test results attracted considerable attention from citizens and the media.

After Dr. Hosomi's presentation, the NGO groups from Korea, Hong Kong, Taiwan and Malaysia gave presentations. All countries have similar problems, such as no clear picture of the conditions of use and storage of PCB-containing equipment. However, only Japan did not have any treatment facilities, and it became clear that Japan is behind in dealing with these matters.
